Add congested speed as link attribute

Let's calculate this as an extra attribute when running summaries. congested speed = 60 * length / timau

This calculation should be limited to links that were considered for the highway assignment (includes mode=a). Non vehicular links such as walk/rail/BAT get a TIMAU value of ‘-1’ and so should be excluded.
