Inconsistent behavior: After restarting a paused ZipChord, the main UI is enabled

Not a functional bug (the "Pause" button and tray still show as "Resume", but can be confusing. Repro: Pause ZipChord, quit the app, start ZipChord.

Affects 2.3.1 and 2.4.0-rc.1

ZipChord should either behave as is, but with the UI disabled; or it should always start enabled (while respecting the individual setting for chords and shorthands enabled/disabled).
