User is created in WordPress even if the user can't login

Even if the 'Default WordPress role if not in Azure AD group' setting is set to (None, deny access), the user is created in WordPress.

Is this the expected behaviour?

If yes, is there any specific reason for creating the user even though he can't login?

I think the changes introduced with #167 address this issue.
