global menu sometimes won't open with Jetbrains IDEs (and one more issue)

As you can see, the global menu won't update the in the first video at all. I am clicking but nothing happens. In the second video the global menu is too large and overlaps other menus and I cannot access the overlapping menu items with my cursor because the hover gets transferred over to the menuns underneath

I have the opening issue too. What I noticed is that when you re-focus the window, it always works again.

I can also confirm this bug. Only Jetbrains IDEs are affected by it for me.
