Show scrollbar on mouse over in roster and chatlog

In general scrollbars do not look nice. But if we style it show only on mouse over it should be Ok. Check how it's done in Telegram.

besides roster w/o scrollbar in big group chats is practically unusable.

You can review/copy/chatgpt whatever code you want . Just make it fit our gpl2 license.

To be honest I don't quite lite gpl2 because it's sort of outdated and it can't be combined with gpl3 code unless a gpl3 software has some custom license statement explicitly allowing it. But that's it. Relicensing software is hardly doable coz every contributor should give their agreement.
