Split VoiceDetection into hotword activated / always on detection

To efficiently enable a detection similar to the one used in the main menu of glass, create a second implementation that caches a. hotwordVoiceConfig and b. phrasesVoiceConfig.

The current implementation targets mainly always on use cases
