Update Docker file to php 8.2 like in more general version

Hi, would like to try this action. But we need php 8.2

Can it be updated?

It seems this Dockerfile is still using a very old PHP version: https://github.com/psalm/psalm-github-security-scan/blob/master/Dockerfile#L1C20-L1C20
