[ISSUE] Can't play usb if hdd is enabled

Can't play usb if hdd is enabled. OPL is installed on the internal hdd __boot. But playable if hdd device off.

Opl version v1.2.0-Beta-1906-8cb7770

As @GDX-X reported in 1.2.0-Beta-1875-2f0506 this bug isn't present.

Yes, you also cannot launch a game or save settings to the hard drive if no memory card is inserted in OPL v1.2.0-Beta-1906-8cb7770

Hmm, it is strange that ps2rd hook code detection fixed this issue in some way...

Although I have the same results as GDX-X in 1910.
