I solved it by re-encoding the video and re-muxing it into the PS2 format. It's the introductory video that OPL cannot convert correctly. But after re-encoding, the game ISO works fine.

@Alfresco1 there is an easier way to fix this game:

SLUS_202.30 > Triangle Button > Game Settings > Custom ELF > MAIN.RUN

SLES_503.26 > Triangle Button > Game Settings > Custom ELF > MAIN_P.RUN
