What type of PR is this? Feature

What does this PR do? Why is it needed? This PR implements a confirmation rule for better safe head tracking. It computes a safe head that is close to the tip of the chain, and passes this safe head into FCU for downstream consumption.

Which issues(s) does this PR fix? Fixes #13603
