Opening this as a draft PR from @infosecual as this will have to be implemented if https://github.com/ethereum/consensus-specs/pull/2967 merges.

The PR looks good to me and credit and thanks go to @infosecual.

Please block this to post-merge as this are core consensus changes that should be frozen now.

Also I'm doing this in protest and still hoping that 2967 does not merge.
