Organic support not supporting all areas that fit the overhang threshold value

Description of the bug

Seemingly the organic support style dosent correctly follow the overhang threshold value.

What i expected was that when overhang threshold value is set that all overhangs that fit that criteria would be supported with maybe a cm or two of spacing between the supports. Currently it seems to only connect to "internal"/"domed" overhangs. (first print with organic supports)

Areas marked with red circles will never get organic supports in the model without painting on supports no matter what the overhang threshold is.

Switching to snug will show what areas i expect to be supported but organic ignores all of the outer areas. (almost like it is ignoring the wrong ones)
