Avoid_crossing_not_first_layer

Hello.

It would be great to have the option: not to cross the perimeters only on the first layer.

Superslicer has the option, avoid_crossing_not_first_layer.

I prefer Prusaslicer, seeing this option appear would make a lot of people happy.
