[BUG] Tool Offset Calibration - Bed Level Issue

Describe the bug

When performing the Tool Offset Calibration the first thing the program tries to do is lower the print bed. If your bed is already at its lowest position or very close to the lowest position, the calibration program just sits there saying "lowering bed" (or verbiage close to this.)

How to reproduce

Lower the print bed all the way down. Run the tool offset calibration

Expected behavior

If the bed is all the way at its lowest position, I would expect the test to continue to the next step.
