Uncap hot end fan PWM

The mini might be modified or is (maybe) in the need of a higher airflow for the hot end, see respective threads here.

Currently, correct me if I am wrong it is fixed and limited to lower than 50% PWM out of accoustic reasons.

Suggestion: Implement a hidden menu as with the MK3S and related to enable higher PWM values, such as 60, 70, 80, 90, 100% PWM level. This won't lead to fire hazards, just that some users who want to have higher PWM might experience higher accoustic levels. This might lead to proper solutions to the heat creep issues.

@huskyte I would propose that Prusa should fix the issue at the root cause and design a better heatbreak (for a proper solution). Your suggestion is a good one but in my opinon unfortunately only a workaround that should be implemented for the people that can life with the louder accoustic level. Frankly I'm a bit surprised that there was no official response because your post is more then 2 months old
