Implement an authentication solution for the webservices and webapplications. Aim for compatibility with the CLARIN authentication infrastructure.

openid connect on the the clam services is working now, it needs to be implemented still for FLAT (proycon/flat#168) and for the jupyter lab environment (or migrate to jupyter hub?)
