docker build Dockerfile-sdk error

When I run the docker build command, I get the following error: ...... Cloning into 'protobuf'... fatal: unable to access 'https://github.com/protocolbuffers/protobuf/': gnutls_handshake() failed: Error in the push function. The command '/bin/sh -c ./sdk_container.sh' returned a non-zero code: 128

I've tried several solutions, but it still reports errors. Can someone help me? Or provide me with a built docker image. Thanks.
