feat: touching up compliances views

Context

Before completing the compliance epic, we need to finalize all the necessary details to ensure the job is perfect.

Description

• Improve the structure of frameworks that are not compliant with any of the above: PCI, GDPR, RBI.
• When navigating to /compliance, keep the last scan selected
• Error handling or empty status when the task compliance overview for a certain scan is not complete
• Improve CHANGELOG.md following the rules.
