chore: Move shared to lib/ for AWS

Context

We need to include shared libs in separate files and folders.

Description

  • Move Security Hub integration to a separate file
  • Move Security Groups and Network ACLs functions to another files within EC2 service
  • Include ARN parsing library within AWS provider
