Update ArgoCD helm chart to use v2.3.2+ version.

Version 2.3.2 contains security issue fix. https://github.com/argoproj/argo-cd/releases/tag/v2.3.2

During upgrade fix https://github.com/provectus/swiss-army-kube/blob/62096d5ac8320b8c093571775f8255a242afd6ec/examples/argocd/main.tf#L54

From 1.18 ingress object have ingressClassName. Change annotation to use ingressClassName (I think it will be inside chart values.yaml)
