add github-actions with tflint to all sak repositories

What would you like to be added: Add Tflint github-actions to all sak repositories (except incubator)

Why is this needed:`. Keep clean terraform code-style and remove redundant code

UPD New version for tflint is available. I applied new configuration of tflint and tflint-github-action for following modules:

• sak-nginx
• sak-kubernetes
• sak-external-dns
• sak-argocd

Apply same configuration for rest modules.
