Add Cluster switching to pc kube commands

Describe the bug

As we look at Redis we have added a second cluster to our setup. Sometimes this means switching between clusters depending on what you're doing. We should have the relevant pc kube commands set to check the cluster and if you're not on the right cluster provide feedback and then make the change for you.

We want to provide feedback so it's not some obtuse hidden feature that a future developer has no idea is happening. Then they could dig into it in the future and make changes because they would have an idea what's happening.
