Edit menu for a specific department doesn't load

Describe the bug If you try and edit the Public Works menu the page fails: https://www.cityofdhs.org/wp-admin/customize.php?autofocus%5Bpanel%5D=nav_menus&return=%2Fwp-admin%2Fnav-menus.php

All other menus work as intended. You can edit the public works menu from here: https://www.cityofdhs.org/wp-admin/nav-menus.php?action=edit&menu=129

To Reproduce Steps to reproduce the behavior:

1. Go to dashboard
2. menus
3. select public works menu
4. spinning wheel of death

Expected behavior Menu opens up like the other departments, like this:

This is only happening with Public Works.
