Poll Start and End dates don't match vote.makerdao.com

There are a numbers of polls whose startDate and endDate values don't match the ones showed in vote.makerdao.com

e.g.: https://mkrgov.science/poll/134 https://vote.makerdao.com/polling-proposal/qmslmbd8pxjnadxxq2gezdd56fd11dpvcwxdfeevnrew96

This caused several calculations to be wrong as the startDate and endDate are used to build date ranges and many polls had votes before the startDate so they weren't counted.
