Time Open is incorrect for executive votes

See Image. I think this is due to the GSM Delay. In actuality this passed after 3 hours, then it was cast 1 day later due to the GSM Delay which was set to 24 hours at the time.

I think we may need some more details in this pane too: Start Date should become Start Time and should show the date and time started in UTC (to the minute.) In the format YYYY-MM-DD HH:MM Add Time Executed if it has been executed which should show the time in UTC (to the minute.) In the format YYYY-MM-DD HH:MM
