Top Voters tile on the main dashboard counts multiple votes for the same poll / executive.

We should allow only one vote per poll, also only one vote for each executive.

At the moment there is no problem, but if through some miracle the community becomes vaguely competitive about this it shouldn't allow abuse.

I suggest this as an enhancement for V3.
