port protobuf to QNX

Hello, I would like to upstream a few changes required for building (and testing) protobuf for QNX Real Time OS: https://blackberry.qnx.com/en

I have successfully ported v27.2: https://github.com/qnx/protobuf/tree/qnx-v27.2/qnx

Please let me know if you are also interested in a qnx subfolder containg readme and make files.

@acozzette Thanks for your reply. I have already asked a legal department in my organization to look at the CLA. I hope they will come back soon.

@marcin-sochacki I'm going to go ahead and close this PR since there hasn't been any activity in a while, but feel free to open a new PR if you are able to get the CLA sorted out.
