Establish monitoring for network health

We aim to develop a point of view on what cryptoecon health means, more generally, and specifically in the context of Filecoin. We will present a report defining the metrics used to track cryptoecon health while designing a plan to monitor these metrics for Filecoin and publish status for the community as needed. We will then execute the monitoring plan to create dashboards, alerts, and the like.
