Open public discussion on batch balancer retune

Open a FIP discussion, and generate a report on how to improve or replace the existing batch balancer, considering the overall impact of this change to the network.

Afterwards, we may aim to present one or more adequate FIPs to account for these changes. These FIPs should be (1) as modular and standalone as possible and (2) a net benefit to the network.
