Project/Apply External Edits does not recognize added ontology import

Protege 5.5:

  1. Download an ontology O from Web Protege that does not import another ontology
  2. Open the downloaded ontology in Desktop Protege and added URL import (e.g., https://www.w3.org/2009/08/skos-reference/skos-owl1-dl.rdf) and save the ontology O'.
  3. In Web Protege, navigate to the ontology O and apply "Project/Apply External Edits" with O'
  4. Web Protege doesn't recognize the added import statement. Ontology O is not changed.
  5. Create a new project by loading the saved ontology O' and verify that the loaded ontology includes entities from the imported ontology.

When uploading O' to WebProtege, it needs to be accompanied by the imported ontologies all archived together. WebProtege unpacks the archive and applies the changes. I wouldn't think that WebProtege would/should fetch files from arbitrary Web locations.

Followed the procedure in webprotege, but did not work.
