command to "unpublish" is needed
It should be possible to undo the action of publishing a layer.
This should actually publish a new version of the layer which hides it. All previous versions would exist, but would not be visible.
What's the point of pretending to unpublish something that cannot be unpublished? There is no way to force all IPFS nodes to delete a particular data block, and even if the data seems to be unavailable at the moment, it might survive on some node that is currently offline.
