community build tests don't actually run

Each of the community build tests fails (because the API has changed), though these failures seems to be discarded, and the tests appear to "pass".

#1343 temporarily disables the community build, since it started failing.

These tests should now use a .fury/layers.db file committed into the test directory of each.
