feat(passport): Allow Passport Settings under custom domain

With the initial implementation of custom domain, access to Passport Settings is blocked as Passport is only playing the role of authz/authn under the custom domain.

This tracks scenarios where full identity services can be provided to users of Rollup identities, even when they happen to log in to their account through a customer's custom domain
