feat(infra): Add error rate dashboards

Offshoot of #1647

Based on data produced by CF (for backend) and User journey work (for front end), create operational dashboards tracking the technical metrics around:

  • [ ] BE failure rates over time (CF stats)
  • [ ] Client-side failure rates (User journey)
