NPC bug? (w/ citizens plug-in)

I've done all the steps correctly (like setting the player-size, creating an npc, etc.) but whenever I enter the command the citizens plugin tells me this "Unknown command, did you mean this: /npc id". I'm running on java 11 on Minecraft version 1.12.2 with citizens ver. 2.0.24, Screaming Bedwars ver. 0.2.15 and the latest version of hypixelify. If it's because of the version, please inform :) thanks
