Shops won't spawn in SBA-1.5.6-SNAPSHOT (#290)

My server is running Paper version git-Paper-774 (MC: 1.16.5) (Implementing API version 1.16.5-R0.1-SNAPSHOT)

Shops won't load in the latest snapshot, SBA-1.5.6-SNAPSHOT (#290).

I tried using SBA 1.5.5 with SB 0.2.18 and Shops spawn fine but, when I switch back to SBA 1.5.6 SNAPSHOT with SB 0.2.18 they disappear. I've also tried using SB 0.2.19 and they still won't appear. Turning on debug mode didn't help either.
