Make message-converter-config-file optional for IoT Message Sink

The message-converter-config-file defines the static portion of the message payload which should not be require.

The NVIDIA message converter lib requires the config file or it will crash. The Prominence AI custom message converter lib does not. This will hopefully be made public once I get conformation from NVIDIA that the license agreement allows it.
