Adding in link to PingMesh exporter to docs

Description:

This pull request adds the Pingmesh exporter to the documentation's exporters section. The [Pingmesh exporter](https://github.com/kubeservice-stack/pingmesh-agent use for large-scale data center network latency measurement and analysis.

Changes made:

Added a new link in the exporters section with a link to the location of the repository with the exporter.

This looks like a strange copy of some of the blackbox_exporter code mixed with a config file. It also does a not so great job of duplicating the smokeping_prober's functionality. I don't see a good reason to list this tool.
