add alibaba cloud alert (SLS), which may receive alerts from prometheus and alert manager

I left some suggestions in the PR to make it clearer that SLS has two features at once.

I changed the desc to "send alerts to Alibaba Cloud Alert, and log them", for we will notify user alerts and log them at the same time. Thanks.
