Add receiver's status to alert endpoint

This pull request is related to https://github.com/prometheus/alertmanager/issues/2832 It will add status to receivers in Alert API The receiver could be muted or active depending of the mute/active time intervals

Reminder for the project devs, 0.24 should include this pull request, when complete, as #2778 did not address the API and UI for muted alerts.

Is there some specific issue with the pull request that has stalled it or did it just slip through the cracks? Totally understandable if it's the latter, just wanted to understand whether there's possibly anything concrete that could be done
