Make config for multi-cluster alerts and dashboards consistent

What is missing?

It was pointed out in https://github.com/prometheus-operator/kube-prometheus/pull/2099#issuecomment-1557331905 that there is little to no consistency between how alerts and dashboards that support multiple clusters are configured across the project.
