Health endpoint

Hey there,

Awesome work, thanks for doing this!

What do you think about adding a /healthz endpoint that will periodically try to get metrics and return a 503 in case authentication with GCP fails so this can be monitored without having to check logs?

Good question, I think were were trying to build a bit of that into the exporter-toolkit repo.
