LICENSE, NOTICE missing from image builds

What did you do? Compared the release tars and the images created here.

What did you expect to see? Legal NOTICE and LICENSE to be present in both

What did you see instead? Under which circumstances? NOTICE and LICENSE were present in the release tar, but I couldn't find it in the image. Did I miss it and are they present? Does it not matter (legally) that they are absent in the image (if they are)?

I'll add, since I was poking around:

Dockerfile makes no mention of NOTICE, LICENSE

promu config specifically calls out NOTICE and LICENSE as something to be included in tar.

Probably worth adding a COPY to the Dockerfile.
