contrib/rpm .spec file is missing "BuildRequires: golang"

The RPM stuff is not officially maintained. The person who wrote it apparently changed or deactivated their Github account, so I cannot mention them. Patches welcome.

I'm wasn't planning this, but we have in-house SPEC for ipmi_exporter. If #273 will be merged, I will try to adjust this SPEC & Archlinux variant to use files from ipmi_exporter tarball
