Client unable to set uploads to "public"

I created a client and checked "Can set own files as public", but the client is still unable to do this, either when uploading a file or later, when editing it. There is no option to edit public settings at all for the client (I am able to do it as a system user).

Under Options>Clients>Files>"Clients can set own files as public", do you have it set to "None", by chance? You'd need to have it set to "Allowed ones".

There seems to be a bug in r1605, which means that the client is only able to set the "public" state on a file if "Clients can set expiration Date" is enabled in Options -> Clients -> Files
