refactor: Remove dependency on Chart.js

We should just use D3.js for all the visualization stuff. The bar chart already uses D3.js anyway. If this and jQuery are removed, we will have only Bootstrap, Bootstrap-slider, and D3.js as the JS dependencies.

Closing as wontfix, as this is low priority ("if it doesn't break, why fix it?") and there isn't any planned dev effort to improve the Tornado viz.
