[FEATURE] upload local / existing nuclei results to dashboard

Add new option, similar to httpx, to upload local nuclei output (jsonl) to cloud dashboard, refer to httpx implementation for the same.

   -pdu, -dashboard-upload string  upload nuclei output file (jsonl) in projectdiscovery cloud (pdcp) UI dashboard
