Openstack Discoverer metrics at startup

Bug Report

There was a recent PR to fix how the sync cycle for the OpenStack discoverer compares objects between OpenStack & the Gimbal cluster. If the services in OpenStack have already been synced and the discoverer is restarted, then the new comparison logic (correctly) doesn't enqueue Add/Update events.

This results in the metrics at the start to not exist.
