Request to Support Configuration of the Envoy Buffer Filter in Contour

Problem: Currently, Contour does not support configuring request buffering. This limitation prevents upstream services from being robust against slow requests.

To address this issue, envoy offers a Buffer filter, which allows to buffer the requests before sending them toupstream. https://www.envoyproxy.io/docs/envoy/latest/api-v3/extensions/filters/http/buffer/v3/buffer.proto#envoy-v3-api-msg-extensions-filters-http-buffer-v3-buffer.

It would be great if contour could provide the ability to include it into the http filter chain and allow to configure the max_request_bytes parameter.
