BackendTLSPolicy can reference cross namespace secret with ReferenceGrant
Please describe the problem you have
From #6119, as described in GEP-1897#api, certificates that are in their own namespace can be referenced by BackendTLSPolicies in a different namespace with a ReferenceGrant. Contour should respect the ReferenceGrant in this case.
The Contour project currently lacks enough contributors to adequately respond to all Issues.
